US circulates draft UN solution to set up Gaza security force
The draft, labeled "sensitive but unclassified," would grant the US and other participating nations a broad operational role in governing the territory. A US official indicated that the resolution will serve as the starting point for negotiations among Council members, aiming for a vote in the coming weeks and deployment of the first troops by January.
The official emphasized that the International Security Force (ISF) “will be an enforcement force and not a peacekeeping force,” involving troops from multiple countries and operating in coordination with Gaza’s “Board of Peace.”
Under the draft, the ISF would secure Gaza’s borders with Israel and Egypt, protect civilians and humanitarian corridors, and assist in training a new Palestinian police force, with which it will collaborate. The resolution also stipulates that the Board of Peace remain active at least through the end of 2027.
Additionally, the ISF would “stabilize the security environment in Gaza by ensuring the process of demilitarizing the Gaza Strip, including the destruction and prevention of rebuilding of military, terror, and offensive infrastructure, as well as the permanent decommissioning of weapons from non-state armed groups.” The draft notes that the force will take on “additional tasks as may be necessary” to support the Gaza agreement.
Earlier, Turkish Foreign Minister Hakan Fidan noted that troop contributions from countries will depend on the final wording of a Security Council resolution. “What the countries we’ve spoken with have said is this: they will decide whether or not to send troops based on the content of the definition in the resolution expected from the UN Security Council,” Fidan said after hosting a meeting in Istanbul with ministers and representatives from several countries.
He added that a “general consensus must be reached on a draft, and then it must be approved by the UN Security Council without being vetoed by the council’s permanent members,” emphasizing that Türkiye and partner countries are actively engaged at every stage of the process.
